#1: You really want to have characters that have exhaust abilities and naturally cards that have triggered abilities. Overpaying part is rather easy to meet, anything that costs 1, draining a domain with 2 gets the job done.

#2: You always have the first action in each phase.

A dirty mind is its own reward.

I know that I can got first action but I think that 2nd player have advantages bcs when I put charachter into story he can easy put his charachter to block me and got more investigation points. Do I faild with understand rules.

I think you understand the rules correctly.  The passive player does get to respond to the actions of the active player.  But if the active player's characters are numerous enough, or have enough icons or abilities, the passive player cannot block effectively.  perhaps their characters will be wounded, or go insane, or simply not have enough investigation or skill to stop you.  It is important to plan it out carefully.

Another advantage to remember - only the active player gets to place a success token at a story for succeeding on skill.  Even if the blocking player's characters have more skill than the active player's characters, the passive player doesn't get a success token.

Generally speaking, the most the passive player can hope for is 1 success token on the block (from investigation), whereas the active player can score between 2-3 depending on the situation (investigation, skill, and for being unopposed).  That is a big difference, and there are many deck strategies that revolve around placing as many success tokens as possible.  For those decks, it's all about being the active player.
